[Chameleon] spinner in common language file

Hi Julien,

maybe there is some misunderstandig here .....

The spinner I am talking about is the spinner without text, which is mostly
used in popups (e.g. queryresults.phtml). So it's not the main spinner for
the map, since that one is set using a SharedResource called WaitImage, and
has a different subelement for each language.

Maybe to make it consistent, the spinner without text should also be set
using a SharedResource e.g. called PopupWaitImage?

Hi Bart,
I'm not sure...
By default spinner usually contains text. And since we have to change 
the image base on the current language, its place is in the language 
file I guess.

The spinner is also in the skin, so it can change base on the skin used. 
I'm not sure a global configuration variable would take care of all 
those issue.

I don't have a strong opinion on that though. I'll let the others (like 
Paul) comment on that.
