[Chameleon] Scale dependent layers in LegendTemplate

Hi Julien,

Since I was not successful in showing the scale dependent layers in my HTML
legend (setting opt_flag to 14), I supposed the problem was related to
Paul's notes I mentioned last time. But I forgot I was using JSAPI mode so
after zooming in to a scale that should turn off one layer and turn on the
other, the map was shown properly but the legend wasn't. I have realised
that zooming in didn't submit the form so the legend could not be updated.

Now my legend is properly "updated" but only when manually updating the page
through the UpdateMap widget. I suppose there is no way to do it
"automatically"? Or maybe I am concluding something wrong again?
