[Chameleon] Upcoming Chameleon 2.4

Hi Liz,

as far as I can tell, this will break your applications and widgets 
unfortunately, at least the internationalization part of your widgets. 
Upgrading them is straightforward though. There is a script in 
common/mlt to create text files from the dbf files, and a code change is 
necessary for each MLT call (and $oCommonMLT has been replaced by 
$oMLT->get("common", ....)).
