[Chameleon] Layer_Group - CustomLegendTree issue

Somehow i couldnt get the javascript function 
"initGroup('[leg_group_name]');" in the legendtemplate.html file to run
unless i modified it as following

"&lt script language=javascript &gt initGroup('[leg_group_name]'); &lt
/script &gt

Any ideas why is it so.
