Sorry for my ignorance. 
 
However I think that fcgi is interesting since I have tested my map file with fcgi url  for wms_onlineresource and there was significant difference in performance of wms in desktop programs.
 
Regarding Chameleon,  Maybe Opcode Caches (like APC or eAccelerator or Pear cache) can increase performance of php/mapscript but opcode caching is not compatible well with fastcgi (according internet articles). 
 
I used to use fgs instead of ms4w but my company uses window . Maybe it is time to go back to linux.
