[FGS] Preliminary mapserver package

Frank,

What's the best way to integrate this "officially" in your suite?  Also, 
how should we deal with the GD dependency? I guess the simple way is to 
dump it into the base package, but if we keep doing that with every 
library then we're just bloating the base package.
