[FGS] Update with Mapserver 4.6

I added a Mapserver 4.6.0 FGS module in
http://www.maptools.org/dl/fgs/modules. 

We have some apps running under FGS+MS 4.6.0 but I have problems running
the gmap-demo and chameleon-samples with this version :( 

Then I recommend to be very prudent with this module. You could test it
on a testing FGS runtime before.

Here is how to install it :

$ fgs install mapserver-php:4.6.0 http://www.maptools.org/dl/fgs/modules
