These new modules for 0.2 are now available in
http://www.maptools.org/fgs/dl/modules/0.2/

You can re-install your php_pgsql module using:

$ fgs force-install php_pgsql-module:4.3.11
http://www.maptools.org/fgs/dl/modules/0.2/
