[FGS] fgs and ecw support problem

To solve your problem:  create gdal.conf in $FGS_HOME/www/conf.d.  Edit 
it and add the following lines:

PassEnv GDAL_DRIVER_PATH
PassEnv GDAL_DATA

Then stop apache and start it again.
