I built everything using MS VC++ 6.0.  I wouldn't mind providing my 
makefiles and stuff, but you would need MS VC 6.0 and of course
I don't build Java so there may be issues with regard to that. 
 
While it is possible in theory to build with MinGW, that isn't
what most of the core developers use, so there are inevitably 
going to be lots of problems. 

But rather than duplicating my environment, I would instead suggest
following the MapServer 4.4 build for windows document.  It will avoid
alot of extra complications that I include in my environment.
