Bryan,

Yes.  You need to do it as a two step process with ogr2ogr to
prevent it from trying to do the ellipsoid thing.  Well, it might
be possible to trick things with appropriate +towgs84=0,0,0
parameters or something if it is important to you to do things
in one step.
