[FWTools] ogr.py for windows with GEOS support

Hi Frank, et al.

I downloaded FWTools 0.96 and tried to buffer a geometry but was told GEOS
support is not enabled.

Is it possible to get a version of ogr.py for Windows built against the GEOS
library, or am I confused?

I figure it can't hurt to ask.
