[FWTools] ogr.py for windows with GEOS support

Adam,

I'm sorry, but I build FWTools on windows with Visual Studio 6, and
I don't seem to be able to build GEOS with that so for the time
being we are out of luck.  At some point I will upgrade to 
Visual Studio .net for the win32 FWTools builds and then I should
be able to include GEOS.
