Colin,

I haven't been in the habit of distributing the gdal/pymod/samples scripts
with FWTools.  You can fetch any of them manually from:

   http://www.gdal.org/srctree/pymod/samples

You are correct to think that ogr2ogr will not produce polygons for tiger
data.
