[FWTools] FWTools 1.0.1 Release

Folks,

I have prepared 1.0.1 binaries for linux and windows.  The most notable
change since the 1.0.0 binaries (which I may have neglected to announce?)
is the addition of the OGR WCTS server on windows by special request.

Also, the MapServer RFC 16 (WxS services) capabilities are available in
the python mapscript.

Let me know of problems.
