[FWTools] FWTools 1.2.0 Released

Folks,

I have cut a new FWTools release.  I've bumped the # to 1.2.0 to
reflect the addition of csharp bindings on win32.  To use these it
should be sufficient to add he assembles in FWTools\csharp to your
project, and to ensure that FWTools\bin is in your path.  I'd be
interested in feedback from folks trying the csharp bindings.

I plan to also add the mapserver csharp bindings, but I neglected
to do so on this pass:
