[FWTools] Was KML output ever in FWTools for Windows?

The omission of the KML write support appears to be a problem with the
windows build system.  KML write support should be standard.  KML read
support depends on expat, and I haven't worked up the nerve to try and
build expat on windows yet.  I'm sure I will one day, but I can't say when.
