[FWTools] GDAL 1.6.1

I am trying to rebuild the source code for gdal version 1.6.1 on Windows
using Visual Studio .Net 2003.
 
I would like to include support for PostGIS. I have enabled this is in
the file nmake.opt, but this requires the header files and the
libpqdll.lib library file from libpq_win32? 
 
Could anybody please provide me with or direct me to where I could
obtain these headers and the library file, or failing that direct me to
the source code so that I can build the library file myself on Windows.
