This isn't a particularly FWTools related question.

My suggestion would be to either visit the postgres web site and look for
client library binaries for win32 or to use the package from OSGeo4W:

   http://download.osgeo.org/osgeo4w/release/libpq/libpq-8.2.3-1.tar.bz2
