[FWTools] FWTools 2.4.5 for Win32 Released

Folks,

I have cut a new windows release:

   http://home.gdal.org/fwtools/FWTools245.exe

I have updated GDAL and MapServer (now essentially 5.6.0beta3) as well as
updating the proj_i.lib.

Also, the download site (http://home.gdal.org/) is now on a new server I
have leased in Montreal.  Let me know if any problems are encountered.
