[FWTools] mapserver version confusion

FWTools 2.4.7 which has a mapserv binary identified as "MapServer
version 5.7-dev" and appears to have been built on 1/19/2010 still has
the bug http://trac.osgeo.org/mapserver/ticket/3246 that was fixed
1/2/2010. Somehow that doesn't seem right, but maybe I don't
understand the SVN setup or something.
