[FWTools] FWTools 2.4.7 for Win32 Released

Folks,

I have cut FWTools 2.4.7 for Windows after a fairly long delay.   The GDAL
in this should be essentially GDAL 1.7.0 RC1 which I will also release today.
There was a report of a virus in a previous version which I think I have
addressed.  It isn't clear if the thing was actually active in some way or
not.
