Maybe I misunderstood.
The latest version on the osgeo4w site has an ogr2ogr dated 10/03/2010.
It doesn't list DXF.

I suspect that the version of the DXF reader in FWTools for windows
predates the implementation of DXF_INLINE_BLOCKS. Try it with
OSGeo4W (http://osgeo4w.osgeo.org) which has a newer GDAL.
It is also possible you need the development version of GDAL/OGR
instead of 1.8.1. I did some substantial improvements to the DXF driver
this spring while working on the new DWG reader. But I'd suggest first
trying 1.8.1 which likely has what you need.
