[FWTools] Import DXF Blocks

Bob,

My OSGeo4W shows "GDAL 1.8.1, released 2011/07/09" and lists DXF.
OSGeo4W includes oder versions of gdal to support some other software. Rerun
the OSGeo4W setup and select gdal and deselect gdal16 and gdal17.
