[Geotiff] Anti-spam Moderation

Folks,

There seems to be a quite a bit of spam getting through on this list.
I have temporariliy enabled modernation which means no message will get
to the list till approved by me.  We are looking into instituting some
additional automatic sorts of anti-spam filtering at which point I can
hopefully remove this manual moderation.  But this list has a substantial
number of subscribers, and I don't want them driven off by spam leakage.
