There are a number of issues with this version of precache.php that need
addressing (like layer level image format not being honored).  I'm going to
replace this version with a version that addresses these issues and avoids the
http request to tile.php.  This will mean that updates to tile.php need to get
repeated in precache.php, but it should perform more reliably.
