I've added precache2.php for testing.  If someone else gets a chance, I'd be
interested in hearing if this exposes some memory issues in mapserver 4.8.1.

This (precache2.php) works well for me on a setup with 4.6.1, but fails on 4.8.1.

This version doesn't rely on calling tile.php via http - it does the tiling
directly.
