required changes:

in kaMap.js:

* new KAMAP_LAYER_STATUS_CHANGED event on visibility change

in kaLegend.js:

* added KAMAP_LAYER_STATUS_CHANGED handler in update function

in startUp.js:

* added new function to update linkToView element
* added handler for KAMAP_LAYER_STATUS_CHANGED
* added new block in myMapInitialized to handle layers being passed on URL

in index.html:

* added new <a> with id linkToView

changes committed to cvs, marking as fixed.
