Paul,

It depends on the size of the label. Especially when the reference point falls
onto the side of the label not to the center. I had to set the metaBuffer at
least 80 with some maps to prevent from the label truncation.

However, i am considering this problem primarily as a mapserver issue since
mapserver should draw the labels if the partial drawing is enabled and the
labels bounding box falls inside the drawing area. With the current
implementation only the corresponding shape or the reference point of the
annotation is taken into account.
