[ka-Map-users] CVS Upgrade

Paul, all,
        I've finally posted in the CVS the new layout and some bugfixes.
        
        Please test and comment
        
        added files:
        1) screen.css
        contains all styles and the opacity tricks.
        2)startUp.js
        contains all the init sequence.
        3)images/
        added all PNG for the new toolbar and the cross for the keymap.
        
        changed files:
        1) kaKeymap.js
        some bugfixes.
        2) kaMap.js 
        minor change to allow IE opacity.
        3) kaLegend.js
        bugfixes and layer opacity buttons.
        4)tile.php
        minor bug.
        5)kaScalebar.js
        minor bug.
        6)index.html
        table free layout, external CSS, external startUp.js file for
        init
        sequence.
