[ka-Map-users] Panning and zooming question

I think this is the most viable option.  Note that this will require 
some changes since the code currently only provides the drag/pan tool 
embedded in the code.  We  would need to abstract that out and provide a 
method to hook tools into the various handlers.  So its not trivial :)
