Ed,

I doubt that using a compiler would produce a significant difference 
over running php as a module in apache.  MapServer/MapScript won't get 
any additional performance in actually rendering the tiles, so you won't 
see any benefit there.  And the cached-tile case in tile.php is pretty 
fast even in CGI mode.
