[ka-Map-users] Number of tiles displayed

Are you zooming to a specific area as the map loads?  Its possible  
that it could be triggering loading of tiles at the most-zoomed-out  
scale and then again at the requested extents.

But that wouldn't really account for what is happening here.  I'm not  
sure what would be causing this.

Possibly changing the size in startUp.js would cause some new tiles  
to be requested, but even if it re-requested all of them, it would be  
less than 180.
