I have two small suggestions to offer to this thread.
I believe that a set of mutually exclusive tool icons should always be
grouped together (pan, rubber zoom, info ...). When one is selected the
others by definition are de-selected. In contrast are immediate action
buttons, (zoom+ zoom- print ...) which carry out their actions without
changing the selected tool.
Hi-liting and/or shadowing can be used to emphasize the exclusivity of the
tools. I've just been mocking this up at washingtonmaps.net
Also, on the subject of icons, the palm-icon, with its stiff, straight
fingers to me says 'HALT' not pan. The traditional panning palm is softer
and seems more inviting to users. Plus, the latter is the icon users will
presumably see on their map canvas (internetexplorer, firefox). Use of
the same icon re-enforces the relationship between the tool and its
action. To me, this is a compelling argument for its use.
