I guess the question is what do you mean by support? I have used both 
Navteq and TeleAtlas data with mapserver and I have used Navteq data 
with ka-map. You just need to make a mapfile that describes how you want 
to render you layers and where your data sources are. See mapserver 
http://mapserver.gis.umn.edu for more information.
