Elliot, from my perspective Steve is absolutely correct.  ka-Map and  
the other MapTools projects use MapServer and commercial data sets  
can be optimized for use with mapserver through data pre-processing  
and cartographic styling in a map file.

I'll avoid the obvious <shameless plug/> but you could try emailing  
either Steve or myself for more commercial options ...
