[ka-Map-users] More KaLegend tweaks

I've got the legend working in the right order. You just draw it in
reverse:

 

Line 170:  for (var i =( aLayers.length -1);i>=0;i--)

 

This puts the divs in the right order, but it breaks the layer movement
because up and down, layer-wise, are different depending on whether
you're referring to the map or the legend.

 

So now I'm working on that. It's almost working, but there's still some
weird conflicts.
