I did already know the that this was the problem

> precache is running as a command line (cli) app and your mapserver

... and that this would be the solution:
>You need to rebuilt mapserver

but my review of Mapserver's configure/build options didn't enlighten me.

... and I had also already tried this:
> OR hit precache.php through the web server.

to find that it returns 'This is a command line utility'
