I don't remember if I changed anything in ka-map, but here are some
pointers about my Mapserver map file:

The name each group is written in Hebrew in the encoding of my web
page (windows-1255).

The name of each class is written in UTF-8:

CLASS
          MINSCALE 1000000
          MAXSCALE 100000000
          NAME "&#1497;&#1504;&#1493;&#1512;&#1497;&#1506;&#32;&#1503;&#1497;&#1489;&#32;&#1513;&#1497;&#1489;&#1499;"
