Hi Steve
I think you know that first of all you must have the geo-referenced photo.
If so you can complete your task in  a easy way:

Add in the map file a new layer with these lines:

LAYER
NAME 'myPhotoName'
GROUP 'MyGroupName' <-- With this kamap do not add the raster in the BASE 
group...
TYPE RASTER
DATA 'pathToThePhoto'
END


There are more features but this may work..
