I didn't understand what you want. TOLERANCE is related to spacial click
querying (small tolerance, "harder" to click a certain point). It is wise to
use the tolerance unit to pixels (so it is the same distance regardless of
the scale you're in).
If you want to display fewer symbols when you have a lot of them, try using
a layer with ANNOTATION type instead of POINT, and set the BUFFER.
