[maplab-users] Maplab new installation

It means that the function preg_match is not included in the PHP version 
used by your provider.

According to the PHP docs, this would be pre-version 3.0.9  Given that 
PHP is now at 4.3.4 and almost no one has been running PHP 3 for a 
while, we don't support PHP 3.
