Joanne,

I spoke to one of the ROSA developers and it isn't doing anything to
modify the map extents. If you can set the extents in the URL, it
should display identically whether ROSA is running or not. To figure
out what is expected, just examine the URL and html source of the page
before and after a pan operation.
