Zak,
I would have to agree, however I have an existing Apache / PHP server that I need to use as the eventual host for this project.
Perhaps a sensible way forward would be to use MS4W and examine the Apache configuration ?

It looks like it's an apache configuration issue. Have you considered
using http://www.maptools.org/ms4w/ ?
