[Mapserver-ottawa] reading shapefiles with python

Hi.. could anyone help me. I want to read shapefile for a gis project that I'm working on, but so far nothing works out. With my program I was able to read the shx and dbf files fine, but shp files have a lot of problem. I could read the header info and a few recorded info, but after a fewer records, some times a lot and other times few, I always run to errors, like there is no record left when there should be. 
 
I use struct module to do me binary decoding but I have lucked out and stopped for the time being.
 
Could anyone tell me if there is any python tools that read shapefiles?
