[Mapserver-west] Introduction

Introduction #2, Jeff Lounsbury, Refractions Research. I work with Paul 
and have signed up mostly just to keep up-to-speed with what people are 
doing. We have done some SDE related work in MapServer lately and we 
want to make sure we aren't duplicating effort and that sort of thing, 
so I like to pay attention to the lists for that reason as well.
