[Mapserver-west] gis processing

I would like to know if Mapserver can now be used to perform GIS
processing. By this I mean the ability to take an existing map and make
changes via a browser.
I understand what Mapserver is and have used it in the past to serve up
shapefiles and process queries using phpMapScript etc. but I have not
done anything for a few years and just want to know if the product has
evolved beyond mapserving.
As many of you may know ESRI has a new product that allows GIS
processing via a browser. It is more complex than their ArcIMS. You
can make changes to a spatial entity i.e. map etc without using their
desktop Arc suite.
