[Mapserver-west] gis processing

Mapserver doesnt do that far as I know, not even really sure if that 
should be done by mapserver. You can however do that in a variety of 
other means that work through a web browser, in fact if you look in the 
archives for this list I believe there was some suggestions not to long ago.
