Hey Alvin,
 
I haven't tried it, but there is both GML and SHP support in the OGR library:
http://gdal.maptools.org/ogr/ogr_formats.html
so you may be able to use ogr2ogr:
http://gdal.maptools.org/ogr/ogr2ogr.html
 
The JUMP application also supports some form of GML, but I haven't used it either:
http://www.jump-project.org/
 
I'm surprised that you don't have an FME license available.  Can't you just borrow one from MoF? ;)  
 
The main problem is that GML is pretty broad, and I don't know of any tools that will import all of the potential data structures without considerable up-front work telling them what you expect.

Hi,
 
I'm not a GIS tech person, however, I am a project analyst for a large government project (see below). Built into the application is GML export. 
 
Is there a simple tool to convert GML to a shape file... other than FME? Something simple, shareware simple...
