Thanks for the help everyone...

A lot of people around me are using FME and I can get it that way... But I have a number of clients who don't have FME... They are using the government mapviewer and not real GIS people... But they need to download spatial data and put it into there mapviewer.

I haven't tried it, but there is both GML and SHP support in the OGR library:

so you may be able to use ogr2ogr:
http://gdal.maptools.org/ogr/ogr2ogr.html
 
The JUMP application also supports some form of GML, but I haven't used it either:
http://www.jump-project.org/
 
I'm surprised that you don't have an FME license available.  Can't you just borrow one from MoF? ;)  
 
The main problem is that GML is pretty broad, and I don't know of any tools that will import all of the potential data structures without considerable up-front work telling them what you expect.

Hi,
 
I'm not a GIS tech person, however, I am a project analyst for a large government project (see below). Built into the application is GML export. 
 
Is there a simple tool to convert GML to a shape file... other than FME? Something simple, shareware simple...
